I don't know if every Italian can do it but my shocked slackjawed random sampling is still at 100%:
They can speak easily and rapidly without any consonants!
It's astounding. I wish I had a recording to convey how much so. They're telling me that's how vowels are taught in school, and it sure demonstrates how vowels are what they hear first and most, while Americans, who just schwa everything and aren't practiced at hearing modulations, constantly err.
