Commits can be merged by multiple criteria with Weblate (or manually) but reducing the number of commit would mean to track changes by author somehow (same copyright as code).

Translations could also be stored in dedicated repositories (whatever how commits are aggregated).

Translations could go to CDN also (not sure this would be an option to consider).
