Translations aren't going to be implemented by having endless merge commits into the app and OS repositories. It needs to be approached in a cleaner way. For the OS repositories forked from AOSP, it needs to take into account that the changes need to be regularly cleaned up and ported to new major versions of AOSP. Translations for the OS repositories need to be done in a single repository which applies to the overall OS. Translations need to meet the same standards as anything else.
