At a moment Trump is bleeding support, which is threatening to break through the MAGA floor, Harp is hoping she can distract Americans away from economic issues and focus them onto nationalism. These are their attempts at 'wag the dog' without *wagging* the dog. It's a variation on Trump's "winning" without actually winning.
