"Empowering people to X" can be profoundly disempowering if people don't want to X and feel pressure to do it anyway through culture, technological design or societal design.
In an ideal world people can choose between agency and delegation as they personally desire but as you may have noticed we don't live in an ideal world.
The ability to say "ugh, can someone else deal with this" is empowering. Not least because of the bond it can create between you and the person doing the thing for you.
