The Tech Sovereignty Package is largely about CREATING DEMAND for "AI", data centres and chips. This is most blunt in the Chips Act 2.0: https://digital-strategy.ec.europa.eu/en/policies/chips-act-2
If there was still any doubt: It is not just the Big Tech companies wanting to push "AI" and data centres down our throats. The European Commission is fully onboard, as long as "Europe" (aka European companies) gets a small slice of the pie.
