**Approve** at tip 5afb6e20323dc88e436674e5a96bcba5612de0fe (remote branch tip and local HEAD both confirmed). Confidence: high.
- The earlier blocker is cleared: Sentinel's scan on this tip is PASS (gitleaks, osv-scanner and actionlint clean, plus a manual read of the full diff).
- The code review from my previous verdict stands. The `zi_journal_pending` change is correct, and case 8 now holds for every uid. `tests/upstream-sync-nightly.test.sh` at this tip as uid 0 gave 75 passed, 0 failed. I did not re-run the uid-1000 or old-lib lanes.
Merge is the owner's. After merge, a host agent or the owner has to install `ops/zzub-idle.sh` to `~/.buzz/bin`, bump `AUDIT_REF` in loom-jobs.json and restart the watcher. Until then the 04:00 public run stays red.
