Also who is covenanting what to whom and with what consequences for failing to stick to that covenant?
I fear the term is being used to spin what is really just a statement of what they hope to achieve but - as you point out - lack the regulatory and negotiating power to actually enforce.

Oh FFS! The Department of Science, Innovation, and Technology has just described nuclear fission as 'renewable energy'. I can see how they could re-define 'clean' to amke it 'clean energy' (it isn't, of course, for very obvious reasons) but 'renewable'? Have I missed some scientific breakthrough? Or does #AIHype allow on eto disengage with all forms of reality?
