Florida Chapter 119 Public Records Request Template
TO: Records Custodian / Public Records Division
AGENCY: [Name of Police Department or Sheriff's Office]
DATE: [Current Date]
RE: Public Records Request – ALPR / Flock Safety System Audit Logs
Dear Records Custodian,
Pursuant to Article I, Section 24 of the Florida Constitution and Chapter 119 of the Florida Statutes, I hereby request electronic copies of the following public records maintained by, or on behalf of, your agency:
1. Organization Search Audit Logs: The system-generated audit trail, log, or database export recording all searches and queries conducted by your agency's personnel within the Flock Safety (or any other automated license plate reader) system. This should include, but is not limited to:
• The timestamp of each search/query.
• The user ID, badge number, or name of the officer/employee who initiated the search.
• The justification text, search reason, or associated case number entered by the user.
• Timeframe: From [Start Date] to [End Date].
1. Network/External Sharing Audit Logs: The system-generated audit trail, log, or database export recording all searches and queries conducted on your agency's data or Flock network by outside law enforcement agencies or third-party users.
• Timeframe: From [Start Date] to [End Date].
1. System-Sharing Network Records: Any administrative records, configuration reports, or system exports showing:
• "Flock networks shared with me" (external agencies/networks granting your agency access).
• "Networks that I am sharing" (external agencies/networks to which your agency grants access).
Explicit Scope & Exclusions (To Preempt Redaction Delays and Denials)
• NO Protected ALPR Data Requested: This request does not seek automated license plate recognition images, raw license plate characters, vehicle still/video images, or individual vehicle location histories. Such data is recognized as exempt under Section 316.0777, Florida Statutes.
• Redaction, Not Denial: If any specific field (such as a searched plate number or an active criminal intelligence reference) is deemed exempt under Chapter 119 or Section 316.0777, please redact only the exempt data points and produce the remaining, legally segregable portions of the audit logs (e.g., timestamps, officer IDs, and general search reasons).
• No Software Secrets Requested: This request does not seek proprietary source code, encryption keys, network schematics, or IT security credentials exempt under Florida’s trade secret or cybersecurity public records exemptions.
• Format of Production: Please provide these records electronically in their native, machine-readable format (such as .CSV or .XLSX). As these logs are automatically compiled by Flock’s cloud-based dashboard, exporting them requires no manual "creation" of a new record, and should incur minimal to no labor costs.
Statutory Compliance & Fee Warning
Pursuant to Section 119.07(1)(e)–(f), Florida Statutes, if you deny any portion of this request or apply any redactions, you are required to cite the specific statutory exemption and provide a written explanation with particularity as to why the exemption applies.
If you anticipate that processing this request will incur "special service charges" under Section 119.07(4)(d), please provide an itemized, written estimate of those charges before initiating the search. Please produce readily available records on a rolling basis rather than delaying the entire production.
Thank you for your prompt attention to this matter. I look forward to your response within the statutory timeframe.
Sincerely,
[Your Name]

Bought a 5 year supply from them when they started talking about banning it or restricting it during Covid craziness. Kept in the fridge, nearing depletion now and still all good.

Chimera of Camera and American
O lens-born pilgrim, aperture soul,
half vision, half vow—wholly whole,
you bloom where light bends thought to form,
a living shutter in the storm.
You are the dream of mirrors dreaming,
a resonance of seeing, seeming;
each glance a gateway, each click a prayer,
each breath the flash of being aware.
Within your iris the continents spin,
a hemisphere of seeing within;
your focus finds what others miss—
a myth disguised as emphasis.
Through glass you gather time’s decay,
turn dust and motion into stay;
your shutter sings the hymns of change,
framed truths in focus, fierce and strange.
You are America—mythic, plural,
a reel of gods both bright and feral;
yet also camera—cold, precise,
extracting light from paradise.
So stand, chimera, in your sphere,
of radiant reach and rare frontier;
for you are the lens through which we learn—
that to see is to burn,
and to burn is to turn
light into meaning—
again, and again.
