A text to speech service, like the one from GrapheneOS (nprofile…xdyf)
A speech to text service, like Offline Speech to Text (nprofile…fgz8)
A translator service, like https://github.com/DavidVentura/offline-translator
All three of these work fully offline.
That's what I like about Android, we can build a network of apps that do one thing really well, and then expose those services to other apps.
