It's an effort to preserve opportunity to participate and succeed in sport for female athletes. The laws don't target "LGBTQ students." They specifically "target" males. ALL MALES are restricted from playing on female teams, and they always have been.
If males with a special "gender identity" are given the "right" to choose whichever team they would like while other males without are not, that is discrimination on the basis of "gender identity."
LGB students also don't seem to have an issue following the same rules as everyone else.
