Seems to be based on some https://www.robhopkins.net/ activism / literary device of describing a time traveler from the future.
The way it cold-emails people is similar to #iLands agents, as described in https://www.404media.co/ai-agent-platform-reinvents-spam-floods-inboxes-worldwide/
