Iraq was and still is ungovernable by democratic means just because of the diversity and mistrust of the ethnic and religious groups against each other. Now it is ungovernable by the dysfunctional parliament while it was only governable through extreme violence Saddam exerted. If Saddam died of natural causes Iraq would have experienced the same amount of violence.
