for the model case I just made up above I already know agencies can and should self-host or use a server for that purpose (I am arguing with myself here) but there is something keeping most of them from actually taking that step. It's happening here in Germany (NINA, with local alert accounts for some cities) but not that much in other countries, and I wonder why.
