In Sweden, it is explicitly forbidden to not ensure living expenses are covered during PhD studies.
And, as far as can see, you already have a PhD, and you are thus wanting to gatekeep these studies. This is not something I can accept as someone who works for students' rights. I also think "employer demand" is a fallacy.
However, proper information and a security net is something I'm in favour of. Make informed decisions, but at the same time don't go under if you fail.
