I urge you to keep a minimalist fediblock strategy and let users manage their own domain blocks, though of course you must do what you think best in accordance with local laws.

the DNI list is pretty solid, almost no domains that I'd not block myself as someone who prefers minimal fediblock.

IFTAS has other lists; their 80% list is a good start for manually vetted pre-emptive blocking. anything below that (eg the 50% list) I'd not likely use, certainly not in an automated way.
