yeah such a weird decision. Frankly I feel like the spots should be reversed. I feel like Phantom is more thematically sound as a required boss (even her lore fits her being a gatekeeper) and Last Judge belongs in sinner's road. Last Judge feels more like an optional boss than phantom.

Plus, Phantom's runback is SO much more reasonable.
