It's clear that some think that when #Trump said the US would "run" Venezuela, the #USA would govern that country.
However, the admin doesn't intend to govern at all. Sec. of State Rubio clarified* that the #US will run "policy" in #Venezuela , specifically referring to #energy and other areas THAT ARE STRATEGIC TO THEM.
They are NOT there to facilitate the day-to-day things that make a country run for its people (aka govern).
