I've heard these arguments over the years, yet when I examine the designs and the reasoning behind them whether it is MSDOS or UNIX or AmigaOS or any other operating system the conclusion is all the same; could it have been done better? yes of course, was it good enough at the time? yes undoubtedly, otherwise it wouldn't be as successful as it was.
