I won't claim to be an expert or anything, but my understanding is that anything rated to stop rifle rounds typically has a hard metal or ceramic insert. That should stop a round no matter how it is oriented.
That might actually be the problem though. With some setups, you are supposed to combine the metal/ceramic insert with a soft backing. If they are shooting the backing alone, no wonder it isn't stopping bullets...
