Disable Google Play Services or remove it over ADB, you will have to disable "find my phone" and any other administrator apps first. That will kill the Advertising ID.
On Android 12 and never, Google Play Services has the option to disable the Advertising ID as well. Pretty sure this sets it to a string of zeros that is the same for all devices with it disabled and thus non-trackable.
