in my experience resource requirements depend more on the overall "complexity" of rooms your server is participating in, e.g. if just one of your 20 is joining lots of public chats with hundreds of members, this means your server needs to track a lot of activity and stay in touch with a lot of instances the federated room members are on. For me that meant setting up local DNS caching as my default resolver would get overwhelmed by >100 reqs at a time.
