That's my problem with the 'big settlements will pay' story. If only exchanges and federations settle on-chain, fees get paid by a handful of custodians and we've rebuilt the banks. I'd rather see more people paying for their own on-chain coins. But that needs new holders coming in, and the last cycle didn't really bring them.
