The ones I saw the most in shops were EA's budget rereleases of DOS games. I can see some cost savings there: a sleeve around a generic carton box. But it was still a full sized box, so not saving on shelf space.
And when you had a shelf of them, they all looked the same from a distance: blue, with a colorful blob in one of the corners.
