Who measures it, and how?
At least one major satellite system built to measure GHG - in particular methant - has been taken offline, and last I heard the $1B USD constellation was going to be deorbited.
But this is exactly the sort of shell games #oil industry does. The #tarsands emissions dropped sharply during Covid, because the oil lobby insisted the GHG sensor teams could not work during the lock down.
They are not working now, either.
