A key feature of any organization with longevity is the ability to both create and dissolve concentrations of power through some (hopefully) non-arbitrary process. Although an arbitrary process will do when no other process is provided.
Individual people are excited by concentrations of power and focus more on creating concentrations than they do on how to undo that concentration.
War can be the most crude means of dissolution. Systems that provide other means of dissolution may avoid war.
