I do think a massive blocker to a more flexible and happy workforce, powered by small businesses/freelancers is the obsession preferred supplier lists.
Large orgs force you to bill and interact via other large orgs - forcing you down their delivery patterns.
I get the reasoning why - it protects the org - but flexibility is key.
