Ok but for real though why were the DPRK and Russia not included in the baseline 10% tariffs
The reasoning is there are already trade limits there, but
1. There are all kinds of trade limitations that apply elsewhere
2. Why include all the guano islands in the baseline anyway
Did they just AI the whole tariff plan and remove those two countries? Did Donald go Juche? Help me out here
