Imagine a society says to outsiders: "We don't care what you look like or where you come from. You can become one of us: learn the steps of our dances, the words of our songs and join your voice to ours."
Is that xenophobia?
If that is xenophobia, then what do you call a society — and many such exist — that says to outsiders: "No, you can never be one of us. You can talk our language and know our stories, but you have the wrong sort of blood, so you'll never belong."
