I'm pretty sure most residential customers have contracts that prohibit reselling access to the service, so that would make this a violation of their terms of service, which means that the proxy operators do not have authorization to run a proxy service on a residential network, which makes this a criminal activity. Maybe it's time to dust off the CFAA and light a candle for Aaron Swartz.
