Xenophobia is fear (or hatred) of the stranger. I dont think the preservation and practice of culture and language and traditions needs is the same thing as hating the stranger.

For example, the Indigenous parties to treaties in Canada were doing exactly that in good faith: forging a relationship with the stranger while protecting their lands, ways of life, language, spirituality and culture.
