It absolutely should be up to the parents. Most of the issues we're seeing are due to parents who aren't engaged with their kids.
Governments, regardless of policy preference, are ill-equipped to fix that sort of fundamental problem.
From the government's perspective, they just need to roll something out that they can point at and say: "See, we've responded." That a list of other countries have already gone down this road gives them some cover.
