I have been thinking about this for a while and here is my unsolicited opinion:

Whoever invented these has a special place in hell.
This is not a toilet paper dispenser, it's a threat.
It's the Russian roulette of public bathrooms. At any moment, you can be left without paper and there is no way to fix that.
People have to operate this like they are defusing a bmb.
