Season 2 was definitely not plot driven either, prove of it it's the fact that there is a hundred thousand inconsistencies, and no topic to explore at all. The first season and all what happened on it could be summarized with "technology and progress without ethics will turn destructive ". It touched mamy subtopics that make parallels with our world. Meanwhile, season 2 is about...war? forgiveness? (If it's forgiveness it's extremely bad executed and ignores simple psychological principles)
We cannot know because there is nothing pulling all the nonesense together.
