Is there a tool for #Mastodon or #fediverse admins yet that will crowdsource identification of problem users?
If a bunch of people in your community are blocking a user or a server or a domain, then it would seem useful for that information to rise to the top automatically for review by the moderators.
Could this turn "blocking is not enough" into "blocking works"?
