Even decades ago, that "well, you can always sue them" thing was not available to people who were not poor enough for legal aid and not rich enough for private attorneys.
I had a slam dunk case years ago and finding a private attorney who wanted to take it did not work --- not enough money in it for them.
I later managed to get a government agency to help but that is about all I can say due to settlement NDAs.
