I suspect that rather than this being for a job, its a fishing bait to get candidates cvs so an intermediary "recruiter" can sell themselves as a "hunter" and take a cut on the finding fees. The recruitment industry is loaded with grifters like that. Its been over 10 years since i left the corporate world, and admittedly my role was pretty specialist on supply chains, not IT; but even back then i had to delete my linkedin account because the phone and emails never stopped with various shades of foreigners requesting my CV so they could forward it to a very very interested employer. I can't imagine things have got any better in time.
