If I really liked the idea of going out and stabbing random people, that would not be a crime, but if I tried to normalize liking the idea of going out and stabbing people, and insisted that it was perfectly fine for me to feel that way to anyone who would listen, it would be reasonable to assume that I intended to go out and stab people, or to locate like-minded individuals to go out and stab people with, because why else would I share that information.
