I'm not sure what you're saying. As I said, if an administrator blocks an account for the whole server, they have darned good reason. Perhaps you took what I said too literally? The decision isn't just "oh, lots of reports? Ok, autoblock." We wouldn't need admins if it worked that way. If they get lots of reports they know to look at the account. If they block it at the server it's because they think it would be harmful to their users.
This is not a willy-nilly decision.
