indeed it does! that's mostly dependent upon either the version of the Mastodon software that an instance is using (v4.5.0 or newer), or equivalent elsewhere. However, while not all instances will display the quote posts, they all receive the same data for a post, so it would be possible for some software that currently does not support them, to be able to support them with a future update.
