NZ First's Health policy is a cut & paste of a wish list drawn up by an organisation run by cookers and anti-vaxxers.
While he's been caught red-handed, Winston denies the plagiarism. But NZ1st even copied the typos (whoops), presumably because nobody in the party actually bothered to read the document before issuing it as party policy.
For me the issue is less about NZFirst's plagiarism than the fact that they chose to base their health policy on the opinions of a fringe group of inadequate people. This suggests that NZFirst are too lazy to even write their own policies.
