Most are large enough that installation is economical, the public sector benefits from lower costs, you don't have to use loads of farmland or faff with planning.
You also don't need to wait for grid interconnects. Most of the time it just reduces load.
It would stimulate the solar installation industry, causing it to grow and become more efficient (there has to be a better way than expensive scaffolding), which would lead to consumers getting lower cost installations later.
