I'd phrase it as, "The people who bothered to show up to vote chose him," and one wonders how engaged and informed all of those people really were. As for FFV, I'd have to think about that more. As I understand it, one variation of that is the top-two primary system they have in California. And that almost got them two Republican gubernatorial candidates in the general election.
