Eugenics is saying /which/ people we don't need more of, as you seemed to when you said "the wrong people." I didn't say there should be regulation on the topic of population. I said our growth from 2 billion to 8 billion is strong evidence that we had resources to take care of all 2 billion, back when.
We don't need more people. That doesn't equate with saying I want to control who and who does not breed.
