The default position isn't that we've ever had free press and free exchange of ideas but following the command economies and militarization of all society under the guise of the Second Worst Wars that the govt has been at war with the people for as far back as you want to analyize.
I think the difference is the extent of influence of govt (with mass communication, mass production, mass surveillance) and not about its ills.
