I've been reading the first ever Batman (or rather "Bat-Man") comic stripes, from Detective Comics issues 27–33.
Gotham City is not mentioned, but in the fifth issue (#31), the caption of the very first panel says "Through the dark of a New York night..."
So #Batman canonically takes place in New York!
