I've scored molds at yard sales and thrift stores. And because there's a Michael's craft store in the same shopping center as the grocery store I do weekly shop at I run in there occasionally and have scored clearance deals (like $1) on edible dusts and fancy shaped sprinkles, they keep in a bag in the freezer just fine.
I can think of much, much worse hobbies to invest a bit in than making chocolates :)
