I think the problem doesn't lie solely with politicians. The common man, deprived of his individual cultural freedom, his privacy, and transformed from a citizen into a mere consumer, cannot help but perceive diversity as an invader. It's a question of the intelligence of the human animal. Politicians then befriend this kind of uncontrolled feeling in order to gain consensus.
