I got hold of a copy of Campaign Law, a 1984 rulebook for the Rolemaster RPG. It's mind-numbingly boring. And in fact probably quite damaging, as it advises that a game-master must write a small encyclopedia about his fantasy world and draw detailed maps before he can even allow his players to create their characters. It probably scared people off. Also the type is incredibly tiny.
