Aside from capacity at St Pancras, I think London is a good place for most people to change and there wouldn't be a market for through trains from (say) Leeds to Köln, so it's better to expand the options on just one side of the channel.
But I may be biased as someone with direct trains to St Pancras. I'd like to see better, and guaranteed, connections for everyone.
